We, students @iitbombay, wish to place on record our concerns regarding international academic engagement in strategically sensitive research domains, in light of recent national security developments following Operation Sindoor and Anti-India & Anti-Hindu hatred in Bangladesh.
An email circulated by Professor Kasturi Saha, @iitbombay, invites researchers to contribute to a special issue of the Journal of the Optical Society of America (JOSA A/B) on “Optics in South Asia”.
The email lists the guest editors of this issue, which include professors from Indian institutions, and faculty members from institutions in Pakistan and Bangladesh, namely Quaid-i-Azam University, Islamabad, and Bangladesh University of Engineering and Technology.
The email also explicitly encourages recipients to share this invitation with other colleagues, thereby actively promoting participation in a research initiative that involves editorial collaboration across these countries.
We note that Professor Saha’s academic work lies in quantum sensing and imaging, a field globally recognised as dual-use, with significant implications for defence, naval surveillance, and strategic technologies. It is also publicly known that Professor Saha is associated with @qmet_tech, a company engaged in quantum sensor development. This makes transparency and institutional oversight especially critical.
Our concern is not with academic publishing per se, nor with international science as a principle. However, in the current context: Indian universities have publicly reassessed or discontinued collaborations with Pakistan and Bangladesh after Operation Sindoor; India has long maintained restrictions on engagements with Pakistan in multiple domains on national-interest grounds;
There are ongoing concerns regarding anti-India sentiment and the safety of Hindu minorities in Bangladesh.
Against this backdrop, student stakeholders are justified in seeking clarity on the following issues:
1. What national-level security and policy reviews govern international collaborations in dual-use and defence-relevant research areas?
2. What approval and oversight mechanisms are followed by centrally funded institutions such as IITs when faculty members engage in editorial or research collaborations involving institutions from countries with serious security sensitivities?
3. What conflict-of-interest safeguards are in place when publicly funded academic research overlaps with private companies operating in the same strategic technology domain?
We reiterate that academic freedom is essential, but it must coexist with national interest, public accountability, and security awareness, especially when research is publicly funded and strategically significant.
We urge the @PMOIndia@dpradhanbjp@DrJitendraSingh@IndiaDST@AmitShah@DrSJaishankar and relevant authorities to take cognisance of these concerns, review existing frameworks governing international academic collaboration in sensitive fields, and ensure that such engagements are guided by transparent, robust, and nationally aligned policies.
This statement is issued in good faith, in the interest of protecting India’s scientific integrity, public trust, and national security.
