For the vast majority of people and practical purposes, perceived intelligence is all that matters, so this semantic debate is ridiculous. Who cares about your philosophy on ‘intrinsic intelligence’?

When you are conversing with a LLM you are interacting with the intelligence that created the training data. Sure there are hidden structures in our language created by cultural evolution, but the models instantiated in silicon are not intrinsically intelligent.

Anthropic is unilaterally committing to the first of these steps. We’ll provide third-party evaluators with permanent, employee-level access to our systems, so that they can verify adherence to our safety measures, report on incidents, and assess models’ alignment during training.
