Iran Dossier is daily intelligence and analysis on Iran for decision-makers and researchers. We cover the war, Hormuz and energy, the economy, and the Axis of Resistance, sourced from Iranian media and hard data. By @acumenrisk. 🧵
Qatari mediators spent more than 3 hours with Araghchi in Tehran on Monday night and flew home the same evening. Doha says both capitals are weighing its proposals as they arrive, and Hormuz navigation is "not up for bargaining."

6/ What to watch: Washington's answer to the reply Qalibaf says Iran delivered, whether Qatar can merge the 2- and 3-day formulas, new UKMTO incidents, the Houthi push to within about 80 km of Aden, and Brent above $110 or below $100.

Iran Dossier | Day 245: Key Points 🧵
1/ Tehran has put the next move on Washington. Qalibaf told parliament on Nov 3 that Iran has delivered its reply to the U.S. side and "the ball is now in America's court." He did not say whether it answers Vance's letter. #Iran
5/ Lebanon is tied to Hormuz both ways. Al-Akhbar reports Israel asked, through Washington, for Lebanese army checkpoints in Hezbollah areas and warned it would resume operations if Hezbollah joins a renewed war. Araghchi lists Lebanon among Iran's terms for normal navigation.
@MenchOsint Worth keeping the claim apart from the record. UKMTO logged 3 incidents on Nov 1-2, including a tanker hit by two projectiles about 72 nm east of Ras al-Khafji, with attribution open in all 3. The IRGC Navy's claim of 11 vessels inspected in 9 days is also unverified.
@IranIntl_En It is in print this morning, in two languages. Kayhan leads with a target bank "with no geographical limit, as far as the heart of Europe," by the Leader's order, and Iran Daily runs the same directive in English. Neither gives verifiable detail on capabilities or deployments.
U.S. strikes on Qeshm on Nov 2 (WSJ), while Trump says he is in no rush to renew a broad campaign. Tehran's price for reopening Hormuz: blockade, sanctions and frozen assets first. UKMTO logged 3 new projectile incidents.

Iran's monetary base grew 89.9% year on year in Shahrivar, liquidity 51.6%, and the Central Bank puts consumer inflation at 83.8%. An MP warns producer inflation now exceeds consumer inflation. Running on credit, in today's Economic Press Review:

Our Nov 3 brief: Reuters, citing military sources, reports Houthi forces took Lahij's Al-Maqatirah district and are within about 80 km of Aden, with high ground over the Taiz-Aden corridor. Pressure there could pull government forces off the Red Sea coast. #Iran#BabElMandeb
Same morning, Tehran's press carried the other message: Qods printed spokesman Baghaei's answer that none of America's collaborators will be immune from retribution, and the Iran newspaper's channel said any party backing the U.S. will not be safe. Press Monitor, Day 245. #Iran

Iranian press, Day 245: Kayhan leads with a target bank "with no geographical limit to the heart of Europe", and Iran Daily runs the same directive in English. 5 of 10 front pages pre-commit to reading the U.S. vote as changing nothing.

@Osint613@Conflict_Radar On Tehran's side, the strike is on none of the nine Persian front pages this morning. It reached Iranian readers only via channel traffic, Kayhan's own channel citing the WSJ and Defa Press, while state media reported explosions on Qeshm and Bandar Lengeh. Timing, most likely.
A circulated FARA summary shows one Qatari-retained firm paid $528,000 in six months for outreach to U.S. media and commentators, while the emir made Al Jazeera's 30th anniversary a state occasion. Today's Qatar Watch:

6/ What to watch after the Nov 3 vote: whether mediators turn the 2-day Hormuz proposal into enforceable steps, verified missile or naval dispersal, Qatar's Al Mayeda findings, and any formal NPT move in the Majlis or SNSC.

Iran Dossier | Day 244: Key Points 🧵
1/ Iran's commanders are turning the Leader's Oct 31 order into declared planning. The IRGC cites new enemy assets in new geographies; the Army says it can operate beyond West Asia. None of it comes with verifiable detail. #Iran
5/ Brent fell 3.2% to $109.75 early Nov 2 (Reuters) on a third day of Iran-Qatar contacts. In Washington, Axios reports Bessent wants more time for Operation Economic Outcast, with no new Iranian crude loaded since Aug 25. Rubio: no new strike decision. #OOTT
