This week, BLUE HORIZON took place - a joint Israel–Germany cyber exercise simulating a severe cyberattack scenario.
This exercise marks the first practical implementation of the recent cooperation frameworks between the two countries: the agreement signed between the cyber authorities during Cyber Week, and the G2G pact signed two weeks ago during the visit of Germany’s Federal Minister of the Interior to Israel.
Expert teams from Israel’s National Cyber Directorate worked side by side with professional teams from Germany, representing several German organizations, with a shared objective: building mutual familiarity, harmonizing response methods, and developing a common operational language for handling complex cyber incidents.
This is what international cyber cooperation looks like when it moves from declarations to operations.

The scenario portrayed in the video does not have to become reality. The ability to stop it is built at every level—from the everyday online choices each of us makes, through organizational preparedness and resilience, to coordinated action at the national level. Large-scale cyber incidents don’t happen overnight—they are built step by step, and sometimes begin with a single click.

I had the opportunity to visit Israel’s national #cybersecurity agency @Israel_Cyber and the National CERT of Israel.
We exchanged knowledge to strengthen the Digital Shield of @ComunidadMadrid and improve the security of Madrid’s public services and critical infrastructures.
We also shared this exchange with cybersecurity experts from Germany, Austria, and Switzerland, broadening the international perspective.
International cooperation is key to staying ahead of digital threats.
Today, Germany’s Federal Minister of the Interior, Alexander Dobrindt, visited the Israel National Cyber Directorate, where he was presented with the Directorate’s “Cyber Dome” concept - a national cyber-defense framework designed to enable real-time detection, analysis and response to cyber threats, serving as a digital shield for Israel’s cyberspace.
During the visit, Minister Dobrindt met with the Head of the National Cyber Directorate, Yossi Karadi. The visit marked a further milestone in the strategic partnership between the two countries in the field of cybersecurity, reflecting a shared commitment to enhancing cyber resilience and addressing evolving digital threats together.
