“Calling the spread of messages on WhatsApp a cyberattack gives it far too much credit. This is a desperate attempt to spread intimidation messages.

This week, BLUE HORIZON took place - a joint Israel–Germany cyber exercise simulating a severe cyberattack scenario.

This exercise marks the first practical implementation of the recent cooperation frameworks between the two countries: the agreement signed between the cyber authorities during Cyber Week, and the G2G pact signed two weeks ago during the visit of Germany’s Federal Minister of the Interior to Israel.

Expert teams from Israel’s National Cyber Directorate worked side by side with professional teams from Germany, representing several German organizations, with a shared objective: building mutual familiarity, harmonizing response methods, and developing a common operational language for handling complex cyber incidents.

This is what international cyber cooperation looks like when it moves from declarations to operations.

What happens when everyday life comes to a halt—without sirens, without explosions, and without an enemy you can point to?

This is not just another technology video. It’s a story that shows how a single large-scale cyber incident can trigger a domino effect, disrupt critical infrastructure, and directly impact all of our daily lives—a silent war in which not a single shot is fired, yet one that can cause immense damage and even cost human lives.

No specific country, no flags, and no clear enemy. Because in cyberspace, the threat is global, elusive, and often invisible.

This is the threat the video seeks to put on the table.
It was written and produced by the Spokesperson’s Division of the National Cyber Directorate, and brought to life visually through RUDE Studio by Ori Bejerano and Avihai Elayasi, using advanced AI technologies that illustrate what war looks like in the digital age.

The scenario portrayed in the video does not have to become reality. The ability to stop it is built at every level—from the everyday online choices each of us makes, through organizational preparedness and resilience, to coordinated action at the national level. Large-scale cyber incidents don’t happen overnight—they are built step by step, and sometimes begin with a single click.

Today, Germany’s Federal Minister of the Interior, Alexander Dobrindt, visited the Israel National Cyber Directorate, where he was presented with the Directorate’s “Cyber Dome” concept - a national cyber-defense framework designed to enable real-time detection, analysis and response to cyber threats, serving as a digital shield for Israel’s cyberspace.

During the visit, Minister Dobrindt met with the Head of the National Cyber Directorate, Yossi Karadi. The visit marked a further milestone in the strategic partnership between the two countries in the field of cybersecurity, reflecting a shared commitment to enhancing cyber resilience and addressing evolving digital threats together.
