The Medemer government wants institutional service delivery to be citizen-centered, efficient, fair, and transparent.
Years ago, the Immigration and Citizenship Service was among the institutions that received frequent public complaints. Today, that history has changed. It has become an institution where cases that once took a full year are now completed and returned within a single day.
By fully digitizing its operations, the Service is advancing into a new era of service delivery.
During our visit to the headquarters today, we observed that the institutional reforms and service improvements of recent years are transforming both the institution’s reputation and its work culture.
Complete digitalization is enabling citizens to receive faster, more transparent, and less burdensome services, while significantly increasing customer satisfaction.
With competent human resources and technology, the Service is effectively managing electronic passports, visas, travel documents, services for foreign nationals, as well as air and land border control.
Every reform is measured by the quality of service citizens receive, the time they save, and the satisfaction they experience. The transformation of the Immigration and Citizenship Service demonstrates the government’s firm commitment to building an efficient, transparent, accountable, and citizen-centered public service system.
Going forward, efforts must continue to accelerate digital transition, enhance efficiency and quality, strengthen institutional capacity, and ensure tangible customer satisfaction. Treating citizens’ feedback and complaints as a foundation for self-improvement will enable even greater progress.

PM @AbiyAhmedAli oversaw a landmark agreement between @NBEthiopia & @IFC_org to launch Ethiopia’s first Mortgage Refinance Co. Capitalized at 100B ETB, the institution aims to unlock housing finance & deliver 1.5M affordable homes.
Brazil’s Trade and Investment Promotion Agency, ApexBrasil, officially inaugurated its first African office in Addis Ababa, opening a new chapter in efforts to deepen economic and commercial ties between Ethiopia and Brazil.
Speaking at the inauguration, Ambassador Meles Alem, Director General for European and American Affairs at the Ministry of Foreign Affairs, said the two countries’ shared membership in BRICS provides a strategic framework for expanding economic cooperation. He said the office would help bridge the two markets through market intelligence, reduced information barriers and business matchmaking. Ambassador Meles also highlighted agriculture and agribusiness, manufacturing, renewable energy, bioenergy, logistics and transportation as key areas of potential cooperation.
ApexBrasil President Laudemir Muller said the permanent presence in Addis Ababa would help remove information barriers for investors, provide localized market intelligence and facilitate B2B matchmaking, creating a strategic hub for Brazilian enterprises seeking opportunities in Ethiopia and the wider region.
Commissioner of the Ethiopian Investment Commission Zeleke Temesgen underscored Ethiopia’s commitment to global economic integration and attracting international investment. The speakers stressed the importance of sustained institutional engagement and stronger private-sector participation in translating bilateral relations into concrete economic partnerships.
The office will support investment promotion, trade missions, market intelligence and business matchmaking, connecting Brazilian businesses with opportunities in Ethiopia and the wider African market.
