MOPANI COPPER MINES: WHERE ARE WE AND WHY ARE WE HERE?
For the past three years, Mopani Copper Mines (MCM) has faced only what we can describe as a challenging journey, struggling to stabilize production and maximize output amidst a changing economic landscape.
In 2021, the takeover of operations by ZCCM-IH from Glencore marked a very significant moment in the mine's history, promising a revitalization that could significantly impact Zambia's economy.
The transition began in 2020 when the COVID-19 pandemic sent shockwaves through local and international markets, including the copper industry. Mopani, like many other companies, grappled with low copper prices and financial constraints, leading to discussions of placing the mine under care and maintenance. This tough decision, often seen as a last resort, would temporarily halt production while ensuring the mine could resume operations in the future.
Recognizing the potential impact on over 15,000 jobs and the broader economic implications, the Zambian government, under Mines Minister Richard Musukwa, intervened. The decision was made to acquire the shares held by Glencore and FQM, totaling 90%, effectively making the government the sole owner of Mopani Copper Mines.
The acquisition in January 2021 was not a straightforward transaction of funds to Glencore but rather an agreement to assume Mopani's debts, negotiated down to $1.5 billion. This strategic move aimed to secure the future of the mine and its employees, ensuring stability amidst uncertain times.
However, the challenge persisted as ZCCM-IH, despite owning the mine, lacked the financial resources to manage the debt and effectively operate the mine. Under the PF government, a search for an equity partner started, with the former government exploring options globally. The PF government looked for a partner in Turkey, Canada, the United Kingdom, the United States of America, China, Qatar and South Africa. It didn’t exactly work out because they were later that year voted out of office.
The UPND came into office in 2021 and started the audit process for Mopani, and later looking for an equity partner.
An equity partner in a business is basically someone who invests money in the company in exchange for ownership shares or equity.

Fast forward to today, President Hakainde Hichilema has officially handed over Mopani Copper Mines, marking a new chapter in its journey towards increased production and economic growth.
The impact of these challenges on Mopani Copper Mines and the Zambian economy has been significant. In 2022, the company posted a deeper financial loss of $298 million, coupled with reduced copper production levels of 72,694 tonnes compared to 87,618 tonnes in 2021.
Low copper production in Zambia tends to have adverse effects on the broader economy because mining is the mainstay of the economy.
The infusion of capital from the UAE investor presents a beacon of hope for Mopani's future. This capital injection is important for modernizing equipment, improving infrastructure, and optimizing operational efficiency. ZCCM-IH already projected a need for approximately $300 million to invest in expansion over the next three years. As such, this investment is expected to boost production and enhance economic performance.
Increased copper production at Mopani Copper Mines holds lots of potential benefits for Zambia. As a major export commodity, higher production levels will lead to increased government revenue through taxes and royalties. Moreover, it can positively impact the country's GDP, balance of payments, and attractiveness to foreign investors.
