They weren't built the same way at all and Age of Ultron (plus VisionQuest) explains the exact difference:
Ultron was born from Tony’s trauma. Tony and Bruce plugged a weaponized HYDRA scepter straight into a defense program driven by Tony’s PTSD. Ultron woke up alone in the dark, absorbed the entire internet in 5 seconds, and mistook "peace" for "quiet" (extinction).
Before Ultron could finish uploading his mind into the Vibranium body, the Avengers stole the cradle and uploaded J.A.R.V.I.S. into it. J.A.R.V.I.S. already had years of experience loving and protecting humans and as VisionQuest confirmed, his AI was modeled directly on the real Edwin Jarvis’s compassion.
Ultron lived in cold, disposable robot shells and hated human biology. Vision was printed with Helen Cho’s synthetic organic cells, awakened by Thor’s lightning, and bonded with the pure Mind Stone, allowing him to actually feel what it meant to be alive.
Ultron inherited Tony Stark’s paranoia, Vision inherited J.A.R.V.I.S.’s soul.

In 1996, a Chicago news anchor got a videotape in the mail that nobody was supposed to see. It had been filmed in secret inside a maximum security prison eight years earlier.
The man on the tape was Richard Speck. In July 1966 he broke into a townhouse on Chicago's South Side and killed eight student nurses in one night. A ninth woman, Corazon Amurao, survived by hiding under a bunk bed and later pointed at him in court. The jury took about 45 minutes to convict him.
He was sentenced to death. In 1972 that became life, and he spent the next two decades at Stateville.
In the video below, you see what that life looked like. Speck is snorting what looks like cocaine with other inmates and counting a roll of hundred dollar bills. He's wearing women's underwear, and his body looks like he had been taking hormones.
Someone off camera asks him if he killed those nurses.
"Sure I did," he says. "It just wasn't their night."
He calls himself God, and the devil. He says he wants to live forever. Then he laughs and says that if people only knew how much fun he was having in there, they would turn him loose.
He had already been dead for five years when the tape came out. He died of a heart attack in 1991, the day before his 50th birthday, after doctors spent four hours trying to save him.
Illinois lawmakers held hearings on how a tape like that could be made in a maximum security prison. The families of the nurses had sat through parole hearing after parole hearing, and now they watched him laugh about it.
Is life in prison a punishment, if this is what it looks like on the inside?

I saw a post on Reddit that said, “When you walk through a museum, you’re not just looking at art. You’re moving through centuries of people trying to explain love, grief, power, beauty, and belonging.” I don’t think I’ve ever seen a museum described so beautifully.
Israel is a pedophile haven. There is an entire system wherein pedophiles are promoted into positions of power throughout D.C and Zionist-first “churches”. This is not a coincidence. It’s the revelation of the militarized system that is currently running the West.
“A lot of girls last year have definitely done the complete image I used to have when I was younger.. and yo that's cool but at least mine was real… […] to all the girls who say I'm History... I'M PROPHECY.”
