Everton should have been awarded a penalty in the 2-1 defeat at West Ham for handball by Mateus Fernandes, the KMI Panel says.
"He punched the ball," Moyes said after the game.
The panel voted 4:1 that it was an error by both the referee and VAR.

Clubs come out with statements like this weekly, but what actually gets done about it?
Feels like it’s just ticking a box and then moving on from it.
I don’t know what the answer is but whatever is currently happening in these reviews/police investigations etc isn’t working.
Since yesterday’s fixture against Brighton, which took place during the Premier League’s No Room For Racism weekend, Kevin Danso has been, and continues to be, subject to significant and abhorrent racist abuse on social media.
There is no place for racism at Tottenham Hotspur. There is no place for racism in football.

The referee’s call of no goal was checked and confirmed by VAR – with it deemed that Armstrong interfered with an opponent’s ability to play the ball from an offside position.
@Everton The way we have handled Patterson is shocking. Whether he’s good enough or not, why are we just letting him rot in the u21’s / bench / physio table? Asset is depreciating and we’re wasting his career. Cost a fair whack too.
There’s been a lot of mental transfers this summer but genuinely this is the most mental one imo 🤯 if Jackson is worth £70m I’d rather play two keepers in goal and no striker
A deal has now been agreed between Chelsea and Bayern Munich for Nicolas Jackson 🤝
The Loan fee goes up from €15m to €16.5m with the obligation being €65m 📈
Things I currently dislike about modern day football -
1. VAR - I would get rid ASAP. Kills the atmosphere in stadiums. Still get a lot of decisions wrong and just makes it more infuriating when a wrong decision goes against you.
