Some thoughts on the current police scandal.
Context and history is crucial. The nexus between policing, organised crime, politicians and business has existed for some time and these allegations are years in the making.
KZN Police Commissioner Lieutenant General Nhlanhla Mkhwanazi has made explosive allegations. He claims that Police Minister Senzo Mchunu undermined investigations into political killings and organised crime.
He has drawn links between politicians, businessmen, top cops and criminals in a syndicate.
This is exactly the dynamic that I wrote about in my books Ministry of Crime and Killing Kebble.
There are some important factors to remember here.
Corruption and political infighting in the police is systemic. There have been allegations and counter claims amongst top cops for years. Mkhwanazi and Gen Shadrack Sibiya are both strong, fearless and ambitious and have vowed to fight corruption and uphold the law. There is so much history with Sibiya being fired and rehired and the fog of investigations and inner workings of the SAPS.
Sibiya has denied all the allegations and has responded by saying Mkhwanazi must stop acting like a warlord.
Mkhwanazi must feel emboldened and protected to be able to hold an unprecedented press conference as he did. The optics of uniform and armed officers also sends a clear message. He has enormous popular support from the public.
Minister Mchunu is also a former KZN Premier so there is history there. But he may also be in the running to be Ramaphosa’s successor in the ANC leadership battle. This could be a preemptive strike.
There has long been a power struggle with Police Ministers not being policing experts coming in and senior cops feeling imposed upon by “haasies”.
It is essential that Mkhwanazi’s allegations are investigated. But by who? There should be a parliamentary enquiry at the least. They don’t surprise me in the sense that this nexus has existed for so long. The Mafia state requires relationships to be cultivated between gangsters, law enforcement, politicians and those with bags of cash.
The KZN commissioner can expect the heat to come. He has broken protocol. But there will be plenty of public outrage if he is disciplined and the fallout could be extremely volatile and dangerous.
Always remember the context and history. Institutional memory is important. But we have to finally get to a point in SA where police are respected and the law is upheld and this episode will erode it further.
