They can change them at will.

A judge ruled that their Congressional maps after the 2020 census were extreme partisan gerrymandering and violated not only the Maryland Constitution, but Maryland's Declaration of Rights Equal Protection and Purity of Election Clauses - so they brought a bill to erase that.
