@JOKAQARMY1 The fiber case is being spliced at night because that is the window for active service management. Doing a back bone fiber case splice / cut during normal working hours would be a trouble ticket ready to happen.

@ThomasSowell My son was in the Scouts in the 90s, and I was in the Scouts in the 70s. We taught rifle safety (22 cal) at this age and younger. Also, archery and hatchet throwing. It is also better to have the boys understand that although it is cool to do these activities and the risks.
