1) We don't know (and I seriously doubt) NBC refused Trump anything. They have almost certainly offered his campaign equal time (in the form of ads, likely) as is required by 315.
2) They do not have to offer him a cameo for a cameo. That isn't the rule.

3) She didn't host. Harris appeared for about 1:15 seconds, which is what they'll have to offer Trump. The equivalent of five :15 ads at the rate they charge for time on SNL.
4) NBC doesn't have a "license". Networks don't need a broadcast license as they do not broadcast.

@RampCapitalLLC Candidates, even Trump, appear with "random strsngers" at restaurants all the time. Trump was just at that stupid crypto cafe a couple weeks ago. They don't typically have to close for most of the day.
