The picture you posted is from a "research paper" in 2008; it was a prediction, and a bad one. Attached is the actual, from a Norwegian administrative body. Norway has plenty and is taking advantage of it.

Also, there isn’t the transmission infrastructure in place for your “tech” (that also doesn’t work very well + is expensive).
