Without a free merchant class there is no industrialization. Diocletian made sure that wouldn't happen when he "saved" the empire and made professions hereditary.

Extracting slaves for large scale agricultural and infrastructure is not the same as extracting ores, cotton, and rubber to fuel factories at home.
