Japan is an import country as it is poor in natural resources for a modern civilization.

Japan in the modern era has responded by becoming a Value Add part of the economic machine globally.

Without that economic function, Japan would be desperately trying to protect the Yen far more than it already is today as all resources are pretty much denominated in non-Yen currencies, meaning Yen is always at a disadvantage.

Having natural resources, means you get those resources paying wages in Yen, which guarantees national security for your family and children and prosperity for the workers of your civilization.
