Unfortunately, it has to be done this way. This is a security precaution to prevent the account being taken over by the wrong person.
Try some of the following things in case you haven't already.

If you have appealed your ban, then the only thing you can do is await Jagex to reply to your appeal. The ball is in their court. They will investigate the account in question and contact you back with their answer [either accepted or declined].
All the best,
Gav.
@SUCISOUNDS@JagexSupport there, Jagex will be able to take action regarding any rule breaks they discover whilst investigating.
If someone is bothering you in-game and won't leave you alone, I recommend using the ignore feature. Its like your own personal mute ;).
All the best,
Gav.

If someone is breaking the in-game rules, please use the in-game 'report abuse button' to alert Jagex to said issue/es.
Using the button will send Jagex a snapshot of what has happened, allowing them to collect evidence against an account or accounts. From
@KeeganB12733382@JagexSupport day marker at this point in time.
I also recommend that you keep an eye on both your RS message centre + your email inbox, as this is where Jagex will contact you regarding the outcome of the appeal.
All the best,
Gav.
@KeeganB12733382@JagexSupport you will need to submit an appeal to Jagex here:

Please read the entire page. If it applies, then click the gold button at the bottom of the page. Please note that it 'can' take up to 28 days for Jagex to get back to you. I believe they are around the 10

Have you recently got a new mouse / keyboard / installed new software onto your pc? It could be that one of these is interacting with Runescape and possibly caused this for you.
In regards to getting it checked... if you believe that your account was hijacked, then
@luvnarg@JagexSupport G'day Luvnarg
What is the current status of your account ban?
Permanent or temporary?
If temporary, how long has it been issued for?
Also, what was the ban originally issued for [which rule break occurred?]
All the best,
Gav.
@Alec_Spicer@_MrPsycho @JagexHelpFrost @JagexSupport accounts are already in the queue before you have submitted your appeal request.
Stay positive. If you didn't do anything wrong and Jagex find evidence that your account was indeed hijacked at the time of the rule breach/es, then the ban will be removed :).
All the best,
Gav.

28 days is an estimate on how long it could take for Jagex to get back to you. There is a good chance that it could be alot less than 28 days. I do believe I read somewhere that they are down to the 10 day marker.
With that said, it all depends on how many
@LizWolf73947743@JagexSupport and both have come to the same conclusion based of the evidence that Jagex has.
Unfortunately, if there is no appeal left, then it is the end of the road for that account.
All the best,
Gav.

As stated by @JagexSupport in the previous tweet, if the appeal has been checked and denied / there was no evidence of a hijacker, then the account will stay permanently banned.
This means that the account has been checked at least twice by two different staff members
@Nuclear_Zebra@JagexSupport Take up to 28 days for Jagex to get back to you with an answer about your account. It all depends on how many accounts are in the queue before you.
Keep an eye on both your message center as well as the email address you use to appeal, as this is how Jagex will contact you.

Using any third party program that interacts with Runescape is putting your account at risk. I strongly advise that you don’t use it.

If an account is locked down, it is due to the accounts security or ownership being in question. Alls your friend has to do is submit a recovery appeal and when it is accepted, s/he will be granted access back to their account.
I would recommend that your friend
