On the other hand, it's Africa and if you gave them a book on how to fish, I suppose they'd use it for toilet paper.

The reason that this is profoundly evil is that it will temporarily raise the natural living standards of the village, cause a population boom and then - because they won't sustain it - the village will soon begin to starve and die from lack of food/decent drinking water again.
