I would say that at best, welfare is a very temporary "solution" to a much greater problem which is the oppression of the free market. I do think that the 1% that you want still can absolutely be covered by private charities.
@JohnSmithdlb3@ProjectAncap Food insecurity is still a major problem in the US despite the trillions spent on welfare, SNAP, school lunches and more. So to answer your question, there is no guarantee but you would severely improve food security by allowing capitalist innovation and eliminating the state.

Secondly, it presupposes taxes already guarantees everyone gets fed, which it doesn't. Social security is estimated to be depleted as soon as 2032 in the US.
@JohnSmithdlb3@ProjectAncap Yeah man, when I walked into Walmart I started filling my cart with food and tried just walking out, but the employees didn't let me. I tried explaining I couldn't afford it but they weren't having it. Those damn employees really caused me to starve that night, not cool at all.
