I would say that at best, welfare is a very temporary "solution" to a much greater problem which is the oppression of the free market. I do think that the 1% that you want still can absolutely be covered by private charities.

So to answer your question, there is no guarantee but you would severely improve food security by allowing capitalist innovation and eliminating the state.

Secondly, it presupposes taxes already guarantees everyone gets fed, which it doesn't. Social security is estimated to be depleted as soon as 2032 in the US.
