Zaheer doesn't get nearly enough criticism for being a coward. He waited for a fully realized Avatar to die so he could kidnap the next Avatar as a helpless infant. Then, when he finally faced Korra, he poisoned her and was flying away from her.

Downplaying Zaheer by comparing him to Tenzin is hilarious. He was clearly a good airbender and even without airbending top tiers in the show were saying him along with the rest of the red Lotus were basically unstoppable in 1v1s. That's why Zuko and Tenzin were so concerned
