Today on the margins of #HLPF2026, Minister @Yusuf_Murangwa joined a high-level dialogue on #SDGs financing organised by Rwanda and Botswana.
He acknowledged Rwanda's 3 decades of progress, but stressed that achieving national priorities requires closing the resource gap. He called for enhanced global collaboration and innovative financing to accelerate implementation.
This week at the #HighLevelPoliticalForum, Rwanda presented its 3rd Voluntary National Review (VNR) on SDG implementation, taking stock of achievements, challenges, and acceleration strategies toward 2030.

Rwanda has presented its 2026 Voluntary National Review (VNR). It highlighted key reforms and strategic actions implemented since the 2023 VNR to accelerate progress towards the Sustainable Development Goals (SDGs). These milestones reflect Rwanda's continued commitment to advancing inclusive, resilient, and sustainable development.
At the #HLPF2026, Minister @yusuf_murangwa underscored that accelerating the #SDGs is achievable when national priorities are backed by sound policies, effective institutions, and impactful investments.
He shared 3 lessons from Rwanda’s journey:
1️⃣ Prioritize essential services.
2️⃣ Invest in innovation & private sector growth.
3️⃣ Leverage innovative financing (PPPs & blended finance).

Minister @yusuf_murangwa, @MIGA VP Junaid Kamal Ahmad, and @WorldBank Regional VP Ndiamé Diop have coauthored a commentary in @Prosyn on reinventing development finance amid shrinking concessional funding and rising borrowing costs.
They advocate for using policy-based guarantees and risk-sharing instruments to unlock private capital at scale, rather than relying solely on traditional concessional loans. Rwanda's €213 million guarantee-backed loan, which reduced borrowing costs by 300 basis points, exemplifies this approach.

Listening to Gen (Rtd) Fred Ibingira recount how, during the insurgency of late 1990’s, commanders were required to sign letters accepting the ultimate consequences should they fail to stop the advance of the abacengezi, was a powerful reminder of what accountability looked like when Rwanda’s very survival was at stake.
The point is not the firing squad itself. It is that the responsibility to protect the nation was made unmistakably real.
This made me reflect on a question for all of us.
What is the equivalent, in our own fields, of that level of accountability? What consequence, standard or commitment is strong enough to keep us focused on the mission of rebuilding Rwanda and ensuring that our country never again falls into the hands of those who sought to destroy it?
Nations are not only protected by soldiers at the front. They are also protected every day by citizens, public servants, teachers, entrepreneurs, artists and leaders who refuse complacency and take their responsibilities seriously.
These were commanders who had already faced death on the battlefield. Yet what shook them was not simply the prospect of dying—it was the prospect of failing in the duty entrusted to them.
That distinction says something profound about Rwanda’s sense of leadership.

During his address, Minister @yusuf_murangwa underscored the urgent need to operationalize the Development Cooperation Policy, noting that success hinges on robust capacities, transparent systems, and seamless coordination. His message: we are ready to move forward without delay the moment it is approved.
The Development Partners Coordination Group (DPCG) meeting is currently underway to review the next steps in operationalizing Rwanda’s Development Cooperation Policy.
The discussions are focused on strengthening coordination, building implementation capacity, and advancing a more effective development cooperation framework that supports the delivery of Rwanda’s national priorities.
