Yes, obviously. It is course not the child's fault but the parents'. In such situations it seems that the parents wrongly think that they are not to blame. THEY 100% ARE. They're the only ones who can stop the crying (by taking their child out of the seats), and by not doing so, effectively what they are doing is CRYING LOUDLY THEMSELVES.
