Ehhh, not exactly, it depends on if theres any signal interference to begin with. As far as functionality that im unsure about as ive never used a soundbar with a pc (unless its by using a TV as the monitor, in which case the soundbar is connected via EARC)

(Just about, as im at work and not looking properly atm) Any preamp you get that is usb compatible will be/have a DAC (digital audio converter).

Maybe try via hdmi and see if they talk. The soundbar is an active speaker so you really shouldnt need an amplifier.
