Voters have never been able to read a bill. Jurors have never been able to follow a closing argument. A third of Americans can't read a bus schedule. There are birds that are smarter than the bottom quintile of humanity.

And the "ground game" of winning elections is about shepherding those nitwits to the polls to get them to pull the lever for your candidate.

The politics of this are why a liberal Supreme Court ruled that literacy tests as a condition for voting are unconstitutional, and why the Democrats fight so hard to stop any law that will disenfranchise the sliver of the population that lacks the wherewithal to procure any form of identification. The dumbest people alive are an irreplaceable part of their coalition. They cannot win without them.
