Native Junie: tools are actions exposed via a2ux MessageBlocks (terminal runs, edits, tests, MCP calls, sub-agents, etc.), consumed directly by the TUI/IDE. ACP doesn’t drive tool use—it simply wraps those same events as tool_call/tool_call_update notifications.
