Iran is scared to lose a war directly against Israël with their consequence being that their country will be setback 10-20 years. But they see no problem spreading terrorism thru out the Middle East and the rest of the World.

And it shows how weak the European side of NATO is taking hits in UK airbases and French troops being wounded
