When does it cross the line.

This student comes into class wearing his Make America Great Again hat. The teacher doesn’t like his hat and starts telling him to take it off. After some bad and forth she grabs the hat off his head and throws it. Did she cross the line at this point and is it now assault. Did she have the right to do that? The student retrieves the hat and puts it back on that’s when it escalated even more. Who is right are they both wrong and what could have been done differently.
