In April–May 2025, someone used a fake U.S. Army military ID to commit bank fraud in the Fargo, North Dakota area, stealing thousands of dollars. Fargo police ran surveillance footage through an AI-powered facial recognition tool (provided by a partner agency/North Dakota State Intelligence Center, similar to systems like Clearview AI). The software flagged 50-year-old Angela Lipps, a grandmother from Elizabethton, Tennessee—who had never even visited North Dakota—as the suspect. A detective double-checked her driver’s license and social media photos and signed off on the match.
On July 14, 2025, U.S. Marshals showed up at her home at gunpoint while she was babysitting four young children and arrested her. She spent roughly three months in a Tennessee jail, then was extradited to North Dakota, for a total of nearly six months behind bars before charges were dropped on Christmas Eve 2025.
Her alibi was rock-solid: bank records proved she was in Tennessee the entire time the fraud happened. While locked up, she lost her rental home, car, job, health insurance, Social Security income, and even her dog. Fargo police later admitted “a few errors” and “missteps” in how they used the AI lead but stopped short of a full apology and said they’re making operational changes. A lawsuit from Lipps’ side is in the works.
