@NFL help me understand, why is the head official following and engaging Joey Bosa on his way to the sidelines and throwing a penalty flag after his engagement? Never should happen, EVER! Can't be protacall, pre meditated too

@SandoNFL explain to me why the head official walked after Bosa and engaged with Bosa as Bosa was walking towards the sidelines. BTW, after his engagement, he threw a flaf against Bosa. That should NEVER happen. Need to understand the decision tree of the official. Not protacall
