In 1999 they launched Stardust that came within 240km of a comet and returned dust samples.
There were quite a few other comet and asteroid exploration missions. The first being launched in 1978.

But technological lead, AA+ bond rating, reserve currency status, military and economic alliances, diplomatic trust, foreign bases (power projection)….. once lost, won’t be easily regained.
