Under the current circumstances, one of the most important things that we could do for our democracy and undermine corruption in a big way is by re-shaping the separation of powers.
No elected leader whose mandate is legislation, representation and oversight should be involved in the management of public revenue including transfer funds. NGCDF should be disbanded and the monies be redirected to the county governments or relevant state departments.
MPs are not implementers and must therefore focus solely on the mandate they were elected to undertake, as per article 95 of our constitution.
We have allowed an illegality to continue for so long and on their part, the MPs have continued to misuse these funds for political intent and self aggrandizement. They award themselves tenders for constituency projects then brand those projects with their names, yet they have been built using tax payers money.
We have to use this God given moment to deal with this matter once and for all, by demanding for the scrapping off of the unconstitutional NGCDF! That way we will even get a better calibre of MPs because we will vote for people we are sure can read bills, internalize them, have capacity to debate on issues as well as capacity to present the needs of their constituents in parliament.
