if the refs call this properly, it's offsetting penalties

it's TB ball, 2nd & 13 at the ATL 31 ► in FG range

instead, the ball is spotted back at the ATL 41 & TB is OUTSIDE FG range

TB is forced to punt it back to ATL who only need a FG to tie
