The United States has an array of tools to do this, including humanitarian aid, development assistance, support for democracy abroad, and strategic communications efforts. The Civilian Protection Center of Excellence doesn't exist because of Presidential directives. Its creation was mandated by law -- the bipartisan FY23 NDAA directed its creation and its mandate. It is codified in Title 10 Sec. 184 of US Code.
