I hope @SecBlinken succeeds in securing a hostage/prisoners/ceasefire deal but if #Hamas rejects this offer as it has done all offers for months, one doesn't need to be a Clausewitz to understand why -- there is simply not enough pressure on Hamas to change course, accept a deal and release the remaining Oct 7 hostages, stuck in nightmarish captivity. Despite nearly seven months of military operations, the organization's leadership remains intact, inside and outside the Strip, and it retains enough military power to deny any other group or institution effective control of the area. This is a horrible situation.
In the meantime, USG continues to publicly affirm commitment to "unconditional release" of hostages but pursues a very different policy, reportedly asking #Israel to sweeten a potential hostage-for-prisoners/ceasefire deal by lowering the number of hostages demanded for release.
All this occurs at a time of macabre shadow boxing over #Rafah -- on the one hand, the US continues to caution against any substantial incursion without adequate precautions to protect civilians; on the other hand, Israel is slow, slow, slow to show its readiness to launch the operation, including taking those humanitarian measures. Hamas must love this: both these positions -- Israel's slow-motion action; America's "don't do it" -- are music to Sinwar's ears. In this environment, why should Hamas change course?
I have enormously high regard for how @JoeBiden has performed since Oct 7 -- most recently orchestrating the remarkable air/missile defense operation against #Iran's attack on #Israel -- but the current US position on #Gaza is backwards. It is a lose-lose-lose-lose proposition. It has the unintended effect of keeping the hostages in captivity. It isn't achieving a ceasefire that would open the door to an Arab role in Gaza. It runs out the clock on the potential for a Saudi-Israel-US blockbuster deal. And, unless the USG thinks that Rafah will never happen, it likely extends the Gaza conflict into summer and perhaps autumn, which the @Whitehouse should see as disastrous for @POTUS' re-election chances.
What would a different approach look like? Publicly, the US should bite the bullet and urge #Israel to complete the main battle operations in Gaza -- ie the Rafah operation -- as swiftly and efficiently as possible. We should be assertively assisting with the humanitarian side of this, including provision of tents, shelter, sanitation, etc., working now with Israel to ensure alternative humanitarian access points beside Rafah and helping coordinate with #Egypt to ensure their cooperation.
Our goal should be to get to a satisfactory end of the war as soon as possible, which itself will pave the way for a new humanitarian chapter and an enhanced Arab/non-Hamas Palestinian role in Gaza governance/administration. US embrace of the final main battle operation in Gaza has a greater chance to secure the release of the hostages, produce a ceasefire that relieves the terrible situation of civilians in Gaza and allow for the US-Israel-Saudi deal than the current position of effectively no real pressure on Hamas' leadership.
