Yes, the parent can be selfish and neglectful of their children which I wholly condemn. Bad people shouldn't be parents at all I feel like, but we have free will.

@JiannaKoes @heyyitsjanea Parents should be wise with how many kids they have. If you can't be a good parent with more kids then don't try for more. The parent most be loving and put their kids first. But that doesn't mean a kid gets to choose if they get a sibling or not.

My original comment is predicated on the assumption that the parents are good people who love their kids properly.
