We will implement COPC reader capability in the next PDAL release, and we hope to see support land in things like Potree, @qgis, EPT-tools, and @Safe FME in the near future. If you are interested in supporting the effort through funding or an implementation, please contact us.

COPC now has a draft specification and an example file. See https://t.co/xXQcuV4Eyx to read through it and grab the file. We know of multiple folks developing readers for it, and once it is clear there aren't any significant implementation challenges, we will finalize it.
