If the Cs Munya allocate 9 billion kshs,to purchase fertilizer for the farmers, why can't he allocate 1 billion to fishermen to buy standard nets. 99% of fishermen use nets,hooks for fishing but 90% use illegal nets, because One standard net cost 1800/.
