Hi, IT professional and system administrator of over 10 years and lifelong Pokemon fan with an expansive collection going back to the 90s here.
At approximately 300B (Bytes) per Pokemon, it's roughly 900 KILOBYTES for a single user with 3,000 Pokemon, and 1 million active users just barely fills a single terabyte, with a few gigs left over based on the typical 931GB figure for 1TB drives. Realistic estimate? Even a pessimistic high-tens-of-terabytes scenario remains relatively cheap commodity hardware you or I could afford, even with current prices.
Even if we assume everyone who bought every Pokemon game, regardless of version(s), that can send Pokemon to Bank, was actively filling their boxes, that's 900KB x ~158.36MU (million units) = ~142.5TB of raw Pokemon data, WORLDWIDE; and again, that's assuming ALL of the people who bought EVERY GAME from RS to USUM, including Colosseum & XD, completely filled their accounts on Bank.
I own every game going back to Red & Blue except Scarlet & Violet and Z-A. I've never used Bank in my life because I knew this was inevitable, wanted the security of offline control, and I preferred to keep things where they belonged in the first place out of sentimentality, and because I liked each game having its own identity in team composition and everything being in the order I caught it. Now I'm backing them up to my own computer since I don't even play official anymore, I play my old copies and on emulator. So I'm living proof the numbers can't possibly go this high.
BARE MINIMUM, we have a guaranteed free 900KB out of the global possible total of official connections, because of me alone. Drop in the ocean, sure, but mathematically proves the point, because we can logically extrapolate that nowhere near this much storage is needed, because I statistically CAN'T be the only one who never bothered, to say nothing of the people who don't even come close to filling their boxes despite using it (counting people who haven't used it in a while because their data is still relevant to the math), which is most of them. And this extreme high-end estimate is still something the average person could afford, even if they had to budget carefully to do it.
My "100TBs in a closet in Tokyo" comment the other day was a GENEROUS over-provision of global required storage, even if it's to account for RAIDZ2 backups with double parity for maximum data integrity on enterprise or even consumer drives.
There is NO excuse, objectively, for whoever you want to blame for this decision when they're not giving an offline replacement to keep everything functional with no involvement from them. When your budget starts with a B, or even an M, like it does for Nintendo, Game Freak, TPCI, whoever among them handles it, a few grand at worst in hardware you'll only have to partially replace once a decade or so for basic maintenance and losing silicon lottery, to the tune of a few hundred to a grand or so at a time, is a rounding error, not a tangible expense. I would know, given my hardware experience even just on my consumer drives and computers. A machine's a machine. Cars, power tools, computers, doesn't matter. Treat them right, and they work for 10, 15, 20 years or more without breaking down as long as you didn't get a unit with some kind of defect.
tl;dr - If not for the amount of traffic overwhelming my home network and having other uses for my storage and computers, I COULD PERSONALLY HOST BANK FOR THE WHOLE WORLD. IN MY BEDROOM. WITH A BOX OF SCRAPS.
