Carney NEVER used the word "promise". Instead, he used very choice wording.

He stated his goal was simply to "negotiate with the United States" while remaining "laser focused on what we can control".

Carney actually delivered on what he said.

He aggressively diversified our economy by forging massive trade partnerships across four continents.

This included a historic free-trade deal with Indonesia.

Carney gave us strategy and defiance, not an absolute promise for an American signature.
