He tenido por norma no hacer ningún pronunciamiento público desde la fecha en que me retiré del Ministerio de Defensa. Sin embargo, ante la muy grave información difundida en el día de hoy por la unidad investigativa de Noticias Caracol, me veo obligado a precisar:
1. La evaluación de altos oficiales de la Fuerza Pública que realicé desde aproximadamente dos semanas antes de asumir el cargo de ministro de defensa, fue un procedimiento riguroso que contó con la consulta de fuentes, documentos e investigaciones, como bien lo supo desde sus inicios el director de la unidad investigativa, Ricardo Calderón, especialmente en lo relacionado con los oficiales de la Policía Nacional y del Ejército Nacional.
2. El señor Danilo Rueda no tuvo ninguna participación ni conocimiento de ese proceso ni se le consultó jamás sobre ningún oficial, de manera que no es cierto que hubiera incidido de algún modo en la evaluación ni en la permanencia o exclusión de oficial alguno.
3. Las negociaciones o acuerdos a que hubiere llegado el señor Rueda con el Clan del Golfo o con cualquier otro grupo armado ilegal, como se escucha en las grabaciones que dio a conocer el mencionado medio de comunicación, no fueron conocidas por mí ni antes ni después de producidas y por lo tanto no tuvieron ningún efecto en las decisiones que adopté con el señor presidente de la República.
4. Las afirmaciones hechas por Danilo Rueda -de acuerdo con los referidos audios- solo lo comprometen a él y es él quien deberá dar las explicaciones correspondientes.
5. Tampoco es cierto que se hubiera convenido -ni siquiera abordado el tema- la suspensión de bombardeos. Como lo conoció la opinión pública en su momento, la prohibición de bombardeos se limitó exclusivamente a aquellos en los que se detectara la presencia de menores de edad, atendiendo al principio de precaución y a la prevalencia superior de los derechos de los niños.
6. En todo caso, como bien lo saben las cúpulas de las Fuerzas Militares y de la Policía Nacional, la autorización para realizar bombardeos la impartía exclusivamente el presidente de la República, a quien siempre se le trasladaron las solicitudes que aquellas presentaban.
7. Finalmente, es importante señalar que durante mi permanencia al frente del Ministerio de Defensa, es decir, del 7 de agosto del 2022 al 3 de marzo del 2025, se capturaron 5.063 integrantes del Clan del Golfo, se desmovilizaron 491 miembros de esa organización y 137 fueron dados de baja en desarrollo de operaciones militares.
