The UK could have stopped a genocidal massacre in Sudan’s El Fasher but failed to act over concerns it would anger the United Arab Emirates (UAE), a top war crimes expert has told Parliament.
Human rights investigator Nathaniel Raymond said he provided the Foreign, Commonwealth and Development Office (FCDO) with intelligence for more than two years warning that the fall of El Fasher would unleash “one of the single largest mass casualty events of the 21st century”.
With his warnings ignored, more than 60,000 people were killed when the UAE-backed Rapid Support Forces (RSF) stormed the Northern Darfur state capital last October. The UN has since said the massacre showed “hallmarks of genocide”.
Addressing parliament’s International Development Committee on Tuesday, Raymond said his team from the Yale School of Public Health believed the UK was its “best hope” for stopping the siege. But his team’s warnings were ignored despite two dozen private meetings with the office of then-foreign secretary David Lammy.
He told MPs that Lammy’s officials prioritised the government’s “economic, security, and diplomatic relationships with the UAE” above “the genocidal slaughter of tens of thousands of civilians living in El Fasher and its surrounding communities”.
As the sole penholder for Sudan at the United Nations Security Council, the UK is responsible for driving international response to the conflict.
“They told me that the UK was facing significant private pressure behind the scenes from the UAE limiting its ability to affect the situation,” Raymond told MPs.
“Direct sanctions against UAE officials, at minimum, could have been used to interdict the clandestine UAE pipeline of advanced weaponry flowing to the RSF,” he added.
A UN report published Tuesday found that the RSF is responsible for 87% of verified incidents of rape and sexual slavery in Sudan, including el-Fasher, since the outbreak of violence in 2023.
“The tragedy of El Fasher shows that advanced technology and analysis can provide leaders essential decision support information, but satellite data and computing power cannot by itself generate either political will or moral courage,” said Raymond.

1. Silicon Valley owes a moral debt to the country that made its rise possible. The engineering elite of Silicon Valley has an affirmative obligation to participate in the defense of the nation.
2. We must rebel against the tyranny of the apps. Is the iPhone our greatest creative if not crowning achievement as a civilization? The object has changed our lives, but it may also now be limiting and constraining our sense of the possible.
3. Free email is not enough. The decadence of a culture or civilization, and indeed its ruling class, will be forgiven only if that culture is capable of delivering economic growth and security for the public.
4. The limits of soft power, of soaring rhetoric alone, have been exposed. The ability of free and democratic societies to prevail requires something more than moral appeal. It requires hard power, and hard power in this century will be built on software.
5. The question is not whether A.I. weapons will be built; it is who will build them and for what purpose. Our adversaries will not pause to indulge in theatrical debates about the merits of developing technologies with critical military and national security applications. They will proceed.
6. National service should be a universal duty. We should, as a society, seriously consider moving away from an all-volunteer force and only fight the next war if everyone shares in the risk and the cost.
7. If a U.S. Marine asks for a better rifle, we should build it; and the same goes for software. We should as a country be capable of continuing a debate about the appropriateness of military action abroad while remaining unflinching in our commitment to those we have asked to step into harm’s way.
8. Public servants need not be our priests. Any business that compensated its employees in the way that the federal government compensates public servants would struggle to survive.
9. We should show far more grace towards those who have subjected themselves to public life. The eradication of any space for forgiveness—a jettisoning of any tolerance for the complexities and contradictions of the human psyche—may leave us with a cast of characters at the helm we will grow to regret.
10. The psychologization of modern politics is leading us astray. Those who look to the political arena to nourish their soul and sense of self, who rely too heavily on their internal life finding expression in people they may never meet, will be left disappointed.
11. Our society has grown too eager to hasten, and is often gleeful at, the demise of its enemies. The vanquishing of an opponent is a moment to pause, not rejoice.
12. The atomic age is ending. One age of deterrence, the atomic age, is ending, and a new era of deterrence built on A.I. is set to begin.
13. No other country in the history of the world has advanced progressive values more than this one. The United States is far from perfect. But it is easy to forget how much more opportunity exists in this country for those who are not hereditary elites than in any other nation on the planet.
14. American power has made possible an extraordinarily long peace. Too many have forgotten or perhaps take for granted that nearly a century of some version of peace has prevailed in the world without a great power military conflict. At least three generations — billions of people and their children and now grandchildren — have never known a world war.
15. The postwar neutering of Germany and Japan must be undone. The defanging of Germany was an overcorrection for which Europe is now paying a heavy price. A similar and highly theatrical commitment to Japanese pacifism will, if maintained, also threaten to shift the balance of power in Asia.
16. We should applaud those who attempt to build where the market has failed to act. The culture almost snickers at Musk’s interest in grand narrative, as if billionaires ought to simply stay in their lane of enriching themselves . . . . Any curiosity or genuine interest in the value of what he has created is essentially dismissed, or perhaps lurks from beneath a thinly veiled scorn.
17. Silicon Valley must play a role in addressing violent crime. Many politicians across the United States have essentially shrugged when it comes to violent crime, abandoning any serious efforts to address the problem or take on any risk with their constituencies or donors in coming up with solutions and experiments in what should be a desperate bid to save lives.
18. The ruthless exposure of the private lives of public figures drives far too much talent away from government service. The public arena—and the shallow and petty assaults against those who dare to do something other than enrich themselves—has become so unforgiving that the republic is left with a significant roster of ineffectual, empty vessels whose ambition one would forgive if there were any genuine belief structure lurking within.
19. The caution in public life that we unwittingly encourage is corrosive. Those who say nothing wrong often say nothing much at all.
20. The pervasive intolerance of religious belief in certain circles must be resisted. The elite’s intolerance of religious belief is perhaps one of the most telling signs that its political project constitutes a less open intellectual movement than many within it would claim.
21. Some cultures have produced vital advances; others remain dysfunctional and regressive. All cultures are now equal. Criticism and value judgments are forbidden. Yet this new dogma glosses over the fact that certain cultures and indeed subcultures . . . have produced wonders. Others have proven middling, and worse, regressive and harmful.
22. We must resist the shallow temptation of a vacant and hollow pluralism. We, in America and more broadly the West, have for the past half century resisted defining national cultures in the name of inclusivity. But inclusion into what?

🔴 كان المراهق السوداني "النذير الصادق" يقف برفقة أصدقائه أمام محل سكنه بالقاهرة، يحمل في جيبه مستندات تُثبت وضعه القانوني في مصر وبطاقة المفوضية السامية لشؤون اللاجئين التابعة للأمم المتحدة.
◾ لم يكن النذير يُخفي شيئًا، ولم يكن هاربًا، حسبما حكى أهله لصحيح مصر؛ لكن في 18 يناير الماضي، أُلقي القبض عليه فجأة، دون توجيه اتهامات.
◾ من هناك بدأت رحلة احتجاز استمرت 25 يومًا داخل قسم شرطة مدينة بدر، انتهت بوفاته، في واقعة أثارت جدلًا واسعًا على مواقع التواصل الاجتماعي خلال الساعات الماضية، بعدما تداول ناشطون روايات عائلته عن ظروف احتجازه القاسية.
◾ تروي عائلة النذير لصحيح مصر أن النذير كان في الصف الثالث المتوسط بالعاصمة السودانية الخرطوم، حين اضطرتهم أهوال الحرب إلى الفرار في عام 2023، بحثًا عن الأمان، تاركين الأهل والأصدقاء، معتبرين أن مصر كانت محطة النجاة التي لجأوا إليها.
◾ لكن رحلة النجاة لم تكتمل، إذ تحكي عائلة النذير أن لحظات القبض عليه كانت صادمة: "مفيش تهمة.. معاه وثيقة، وضعه قانوني". ورغم ذلك، اقتيد إلى القسم وبقي هناك حتى لفظ أنفاسه الأخيرة، لتتحول قصة لجوءه من رحلة بحث ��ن الأمان إلى حكاية تنتهي داخل محبس.
🔴 25 يومًا تحت البرد والانتظار
◾ بحسب ما أُبلغت به العائلة، لم يُحتجز النذير داخل غرفة مغلقة، بل في مكان مكشوف�� في "حوش مكشوف" خارج المباني، يواجه برد الشتاء القاسي بلا ملابس ثقيلة تقيه الصقيع، ولا بطاطين، ولا فراش مناسب. تقول أسرته إنه لم يكن يحصل على طعام أو شراب كافٍ، في ظروف تصفها بأنها تفتقر إلى الحد الأدنى من المعايير الإنسانية.
◾ وتضيف العائلة أن الصدمة لم تتوقف عند قسوة المكان، بل امتدت إلى طبيعة الاحتجاز نفسه. فقد أُبلغوا بأنه كان محتجزًا مع بالغين، من بينهم متهمون في قضايا جنائية. "مراهق يُحتجز بجوار متهمين كبار"، هكذا تصف الأسرة المشهد، متسائلة عن وضع ابنهم الذي لم يتجاوز الثامنة عشرة في بيئة لا تشبه عمره ولا وضعه القانوني.
◾ بعد 25 يومًا من الاحتجاز، وق��ل وفاته بيوم واحد، زارته والدته في قسم شرطة بدر، حيث كان مسموحًا لها برؤيته كل يوم جمعة. في تلك الزيارة، بدا عليه الإعياء. أخبرها أنه يشعر بالمرض، وأن صدره يؤلمه من شدة البرد، وطلب منها أن تحضر له مضادًا حيويًا في المرة المقبلة. تقول الأسرة إنه أُصيب بالتهاب صدري نتيجة البرد وسوء ظروف الاحتجاز. وبالفعل، أحضرت له الدواء في زيارتها التالية، والتي كانت الأخيرة.
◾ بعد نحو يوم من تلك الزيارة، وبينما كانت الأم تظن أن الدواء قد يخفف آلامه، تلقت اتصالًا من قسم الشرطة يُبلغها بوفاة ابنها. طُلب منها التوجه إلى النيابة لاستكمال إجراءات الدفن واستلام الجثمان، الذي نُقل إلى مستشفى بدر، ثم إلى مشرحة زينهم. كانت ليلة الخميس 12 فبراير 2026 داخل قسم شرطة بدر، حيث انتهت رحلة احتجاز بدأت بلا تهمة وانتهت بفقدان حياة.
🔴 خوفٌ لا ينتهي… والأسرة تطالب بالحقيقة
◾ يقول أحد أفراد العائلة لصحيح مصر، إن الحزن لم يكن وحده ما خيّم على البيت بعد الوفاة، بل الخوف أيضًا. فالشقيق الأكبر للنذير بات ملازمًا للمنزل، إذ تخشى الأسرة أن يخرج فيُلقى عليه القبض هو الآخر، حتى إنهم ترددوا في ذهابه إلى مشرحة زينهم لإلقاء نظرة الوداع الأخيرة على شقيقه، خشية أن تتحول لحظة الفقد إلى مأساة جديدة.
◾ ويضيف أحد أقارب الراحل: "كان طفلًا… بغضّ النظر عن جنسيته أو وضعه، له الحق في الأمان والكرامة والحماية بموجب القانون الدولي".
◾ وتطالب الأسرة بفتح تحقيق مستقل وشفاف لكشف ملابسات احتجازه وظروف وفاته، ومحاسبة المسؤولين إن ثبت وقوع أي تجاوز، حتى لا تتكرر المأساة مع غيره.
🔴 مأساة متكررة خلال الأيام الماضية
◾ في سياق متصل، وفي الخامس من فبراير 2026، توفي أيضًا مسن سوداني يُدعى مبارك قمر الدين ��جزوب عبد الله، البالغ من العمر 67 عامًا، داخل قسم شرطة الشروق بمحافظة القاهرة، بعد تسعة أيام من احتجازه، على خلفية حملة أمنية موسعة استهدفت اللاجئين وطالبي اللجوء والمهاجرين في مصر خلال الأشهر الماضية، وزادت حدّتها م��لع العام الجاري.
◾ وكان مبارك قمر الدين يحمل بطاقة ملتمس لجوء صادرة عن المفوضية السامية لشؤون اللاجئين بمصر في أكتوبر 2025، وصالحة حتى أبريل 2027، الأمر الذي يقرّر له صفة قانونية واضحة، وهي ملتمس لجوء خاضع لحماية دولية، ويُحظر تعريضه للتوقيف أو الاحتجاز التعسفي لمجرد وضعه كمهاجر أو لاجئ، وفقًا لقواعد قانون لجوء الأجانب رقم 164 لسنة 2024، ومبدأ عدم الإعادة القسرية، وحظر التمييز.
◾ وبحسب ما وثّقته "منصة اللاجئين في مصر"، فقد تم توقيفه بتاريخ 26 يناير 2026 أثناء قيامه بشراء احتياجات المنزل — وهو نمط متكرر لاستهداف اللاجئين — دون تفسير أو توضيح المبررات القانونية لأسباب استيقافه، في مخالفة صريحة للمادة 54 من الدستور المصري، التي تشترط صدور أمر قضائي مُسبَّب لتقييد الحرية، وإبلاغ الشخص بأسباب القبض عليه، وتمكينه من الاتصال بذويه ومحاميه فورًا.
◾ وتم توقيف الراحل وهو يحمل ما يثبت تقدّمه بطلب لاستخراج تصريح إقامة، متضمنًا رقم تسجيل مرجعيًا لدى وزارة الخارجية، وموعدًا محددًا لاستخراج التصريح في 2 سبتمبر 2027، الأمر الذي ينفي توافر أي مبرر قانوني للتعامل معه كـ"شخص مخالف لشروط الإقامة" أو استهدافه بسبب وضعيته الإدارية.
◾ وتم احتجاز مبارك قمر الدين هو الآخر في حجز قسم شرطة الشروق في ظروف غير إنسانية، من حيث الاكتظاظ الشديد، وغياب أماكن ملائمة للنوم، وضعف التهوية، وسط حرمانه والمحتجزين الآخرين من الرعاية الطبية الفورية والمنتظمة، رغم ظهور مؤشرات واضحة على تدهور حالته الصحية خلال فترة احتجازه. كما أفادت شهادات سابقة لأسرته، التي لم تُخطر فورًا بتدهور حالته الصحية، ولم تُمنح فرصة فعلية لمتابعة حالته أو نقله في الوقت المناسب إلى مستشفى مناسب.
◾ ووثّقت "منصة اللاجئين في مصر"، في تقرير لها، إضافة إلى منظمات حقوقية وصحفية، توسعًا ملحوظًا في حملات التوقيف والاحتجاز والترحيل، من نقاط العبور والحدود إلى عمق المدن الكبرى في مصر، خلال عام 2024 والنصف الأول من 2025. وزادت تلك الحملات في النصف الثاني من 2025 وحتى بداية 2026، مع أنماط متكررة لمصادرة بطاقات المفوضية، وتجاهل صفة اللجوء، وترحيل آلاف السودانيين الفارّين من الحرب.
◾ ورصدت منصة اللاجئين، في تقاريرها، احتجاز مئات السودانيين بين أبريل وأغسطس 2025 في القاهرة الكبرى والإسكندرية ومطروح، إضافة إلى أكثر من 1500 حالة احتجاز متبوع بالترحيل منذ أغسطس من العام نفسه، في مسار تصاعدي تُوّجته نهاية 2025 بحملة هي الأوسع من نوعها.
◾ وشملت هذه الحالات لاجئين وطالبي لجوء يحملون بطاقات المفوضية، وأبلغ بعضهم عن مصادرة هذه البطاقات أثناء الاحتجاز، بل وعن ��غيير أو تزييف صور ملفاتهم لإظهارهم كأشخاص ضُبطوا قرب الحدود دون أوراق أو حماية، في انتهاك صارخ لمبدأ عدم الإعادة القسرية، وللضمانات الإجرائية الأساسية التي تكفل الحق في مراجعة قانونية فعّالة قبل أي إجراء إبعاد.

Reuters is reporting that El Fasher is a ghost town with few signs of life. There’s serious, serious concerns with the whereabouts of about half the population which was unable to leave the city. Previous satellite imagery and RSF videos showed mass killings.
