Found the root cause….Teams!!! After closing Teams I no longer see the issue. We are on the Preview Release of Teams 26005.204.4249.1171. Upgrading to 26005.204.4248.1621 seems to have also resolved this.

The reason Demond Williams entered the portal days after signing a deal with UW, is because there's never been a consequence for players to do whatever they want.

Washington is drawing the line.
