ମାତ୍ରାଧିକ ପରିମାଣର ମାମଲା ଫୌଜଦାରୀ ମାମଲା ଅଟେ। କେବଳ ଅଦାଲତରେ ସରୁଥିବା ମାମଲାକୁ ନେଇ ତ୍ୱରିତ ଆଇନ ପ୍ରକ୍ରିୟା ବୋଲି ଦାବି କରିବା କେବଳ ରାଜନୈତିକ ଆଳରେ ଧର୍ମକୁ ଆଖି ଠାର ଅଟେ। ସାପ କାମୁଡାରେ ମୃତ୍ୟୁ, ପାଣିରେ ବୁଡି ମୃତ୍ୟୁ, ବିଦ୍ୟୁତ ଆଘାତରେ ମୃତ୍ୟୁ, ଦୁର୍ଘଟଣା ଜନିତ ମୃତ୍ୟୁର କ୍ଷତିପୂରଣ, ଅନେକ ଅପମୃତ୍ୟୁ ଏବଂ ଫୌଜଦାରୀ ମାମଲା ଯଥା ହତ୍ୟାକାଣ୍ଡ, ଦୁଷ୍କର୍ମ, ପୋକ୍ସୋ, ହତ୍ୟାକୁ ଆତ୍ମହତ୍ୟା ରୂପରେ ପରିବର୍ତ୍ତନର ଅଭିଯୋଗ ଇତ୍ୟାଦି କ୍ଷେତ୍ରରେ ମାମଲାର ତଦନ୍ତ ଏବଂ ଅଦାଲତର ପ୍ରକ୍ରିୟା ସମ୍ପୂର୍ଣ୍ଣ ରୂପେ ଡାକ୍ତରୀ ରିପୋର୍ଟ ଉପରେ ନିର୍ଭର। ତାହା ମଧ୍ୟ FMT (Forensic Medicine and Toxicology) ଅର୍ଥାତ୍ ନ୍ୟାୟିକ ଚିକିତ୍ସା ବିଜ୍ଞାନ ଏବଂ ବିଷବିଦ୍ୟା ବିଭାଗର ତଥ୍ୟ ପ୍ରମାଣ ଉପରେ ସମ୍ପୂର୍ଣ୍ଣ ନିର୍ଭର ଅଟେ। FMT ରିପୋର୍ଟର ବିଳମ୍ବରେ ନ୍ୟାୟ ପ୍ରକ୍ରିୟା ସମ୍ପୂର୍ଣ୍ଣ ବିଳମ୍ବ ଅଟେ। ଏକ ନିର୍ଭରଯୋଗ୍ୟ ହସ୍ତଗତ ତଥ୍ୟ ଏବଂ ଅନୁସନ୍ଧାନରୁ ଜଣା ପଡିଛି କଟକ ବଡ଼ ମେଡ଼ିକାଲ(SCB MCH) ଏବଂ ବ୍ରହ୍ମପୁର ବଡ ମେଡିକାଲ (MKCG MCH) ର FMT ବିଭାଗରେ ସର୍ବନିମ୍ନ ଦୈନିକ ହାରାହାରି ମାମଲା ୨୦ ଏବଂ ୧୦ ଅଟେ। (ହାରାହାରି:SCB ରେ ଦୈନିକ ୨୦ ଟି ଏବଂ MKCG MCH ରେ ଦୈନିକ ୧୦ଟି) ଏହାକୁ ସମ୍ପାଦନା କରିବା ପାଇଁ କଟକ SCB ରେ ୧୦ ଡାକ୍ତର ସ୍ଥାନରେ ୫ ଥିବା ବେଳେ, ବ୍ରହ୍ମପୁର MKCG MCH ରେ ୫ ଡାକ୍ତର ସ୍ଥାନରେ ଜଣେ ମାତ୍ର ଦାୟିତ୍ବ ତୁଲାଉଥିବା ସୂଚନା ମିଳିଛି। କଟକ ଏବଂ ବ୍ରହ୍ମପୁର FMT ବିଭାଗର ଏପରି ଅଭାବି ଡାକ୍ତର ବ୍ୟବସ୍ଥାରେ ପୋଷ୍ଟ ମର୍ଟମ ଏବଂ ବିଭିନ୍ନ ରିପୋର୍ଟ ଆସିବାରେ ବିଳମ୍ବ ହେବା ସ୍ୱାଭାବିକ ଅଟେ। ଏହି ରିପୋର୍ଟ ବିଳମ୍ବ ହେଲେ ନ୍ୟାୟ ପ୍ରକ୍ରିୟା କିପରି ତ୍ୱରାନ୍ୱିତ ହେବ? ରାଜ୍ୟର ସର୍ବାଧିକ FMT ବିଭାଗର ମାମଲା କଟକ SCB ଏବଂ ଦ୍ୱିତୀୟ ସଂଖ୍ୟାଗରିଷ୍ଠ FMT ମାମଲା MKCG MCH ଅଟେ। କନ୍ଧମାଳ, କୋରାପୁଟ ଏବଂ କଳାହାଣ୍ଡି ଅଞ୍ଚଳର FMT ବିଭାଗ କଥା ଦେଖିଲେ ଆନୁପାତିକ ଚଳନିଅ ଥିବା ବେଳେ କଟକ ଏବଂ ବ୍ରହ୍ମପୁରରେ ଉତ୍କଟ ଅଭାବ ମଧ୍ୟରେ ଗତି କରୁଛି। SCB & MKCG ଏହି ଦୁଇଟିର FMT ବିଭାଗ ଉପରେ ମାତ୍ରାଧିକ ଫୌଜଦାରୀ ମାମଲା ସମ୍ବନ୍ଧୀୟ ରିପୋର୍ଟ ନିର୍ଭର କରେ। ଏପରି ଅଭାବି ଡାକ୍ତର ବ୍ୟବସ୍ଥା ଯୋଗୁଁ ପୋଲିସକୁ ମଧ୍ୟ ନିନ୍ଦା, ଅପବାଦ ଏବଂ ଲାଞ୍ଛନା ଶୁଣିବାକୁ ପଡୁଛି। ତ୍ୱରିତ ମେଡିକାଲ ରିପୋର୍ଟ ପୋଲିସ ଆଣି ଦାଖଲ କରିବାରେ ବିଫଳ ହେଉଛନ୍ତି ଯାହା ଫଳରେ ଅଦାଲତ ଏବଂ ଜନତାଙ୍କ ଆକ୍ରୋଶ, ଅସନ୍ତୋଷ ଏବଂ ସନ୍ଦେହର ପାତ୍ର ହେଉଛନ୍ତି। ରିପୋର୍ଟ ସଂଗ୍ରହ ପାଇଁ ପୋଲିସକୁ ମଧ୍ୟ ବାରାମ୍ବାର ଦୌଡ଼ି ସମୟ ଏବଂ ସରକାରୀ ଅର୍ଥ ଅପଚୟ କରିବାକୁ ପଡୁଛି।

Sub: Request for an enquiry into the alleged incident involving Bibhuti bhusan jena, honorable minister of Steel & mines and Commerce and Transport,Government of Odisha regarding the reports of assaulting some youths near his Vandematram residence on 6 December 2025 at around 10.30 pm.
Sir,
I would like to bring your kind notice to a rumour circulating in our area, regarding an incident that occurred on 6 December 2025 , where in Sri Bibhuti bhusan jena, minister of Steel & mines and Commerce & Transport Government of Odisha is said to have assaulted some youths with a plastic rod near his Vandematram residence under Golanthra police limits, Causing concern among the local residents.
Being a cabinet minister of the state, it is highly improper for a person holding such protocol to take the law into his own hands. Moreover, it raises serious questions as to why a Cabinet minister was present at that location at such late hours. If any untoward incident had occurred in reaction to his actions, it is unclear who has been held responsible.
Such alleged conduct, taking the law into his own hands and assaulting youths with a plastic rod undermines democratic values, erodes public trust and sets a very disturbing precedent for those holding high office. In view of the seriousness of the matter, I request you to kindly conduct an impartial inquiry into the incident and take appropriate actions as deemed necessary under law.
I therefore request you to kindly enquire into this matter and report it to the Government, So that such incidents do not occur again in the near future from the side of Sri Bibhuti bhusan jena.
