मुंबईत आपल्या न्याय्य मागण्यांसाठी आणि हक्कांसाठी शांततापूर्ण मार्गाने आंदोलन करणाऱ्या तरुण विद्यार्थ्यांवर पोलीस बळाचा वापर केला जात आहे. लाठीहल्ल्यानंतर आता या विद्यार्थ्यांना थेट खोट्या गुन्ह्यांत अडकवण्याच्या धमक्या दिल्या जात आहेत. सोशल मीडियावर समोर आलेल्या एका अत्यंत धक्कादायक आणि संतापजनक व्हिडिओमध्ये, "तुमच्या खिशात ड्रग्जच्या पुड्या ठेवून तुरुंगात टाकेन," अशी उघड धमकी मुंबई पोलीस दलातील एक कर्मचारी आंदोलक तरुणांना देताना दिसत आहे.

हे कृत्य अतिशय विकृत, तितकेच निषेधार्ह आणि खाकी वर्दीला काळीमा फासणारे आहे. ज्या मुंबई पोलिसांवर अंमली पदार्थांचा व्यापार मुळापासून उखडण्याची नैतिक व कायदेशीर जबाबदारी आहे, तेच पोलीस विद्यार्थ्यांना धमकावण्यासाठी ड्रग्जचा वापर करण्याची भाषा करत असतील, तर हे अत्यंत गंभीर आहे.

या घटनेमुळे काही प्रश्न उपस्थित झाले आहेत.

१. पोलीस कर्मचाऱ्यांकडे ड्रग्ज येतात कुठून? जर पोलीस खुलेआम विद्यार्थ्यांच्या खिशात ड्रग्ज ठेवण्याची धमकी देत असतील, तर त्यांना ड्रग्जचा स्त्रोत ठाऊक आहे. जर हा स्त्रोत माहिती आहे, तर मुंबईतील ड्रग्ज माफियांवर कारवाई का केली जात नाही?

२. राज्य सरकारला ही गुंडगिरी मान्य आहे का? मुंबई पोलीस दल हे थेट राज्याच्या गृह मंत्रालयाखाली येते. राज्याच्या राजधानीत आणि सरकारच्या नाकाखाली सुरू असलेला हा प्रकार गृह खात्याला मान्य आहे का?

आंदोलक मुलांना अशा प्रकारे बनावट पुराव्यांची आणि ड्रग्जची धमकी देणे हा भारतीय न्याय संहिता, महाराष्ट्र पोलीस कायदा आणि मानवाधिकार कायद्यांनुसार अत्यंत गंभीर स्वरूपाचा गुन्हा आहे.

खोटे पुरावे तयार करणे किंवा कोणालातरी खोट्या व गंभीर गुन्ह्यात अडकवण्यासाठी पुरावे रचणे हा गंभीर स्वरूपाचा गुन्हा आहे. अंमली पदार्थ बाळगणे, त्याचा व्यापार करणे किंवा कोणाला तरी अडकविण्यासाठी त्याचा गैरवापर करणे हा देखील गुन्हा आहे.

हा प्रकार मानवाधिकाराचेही उल्लंघन आहे. मानवी हक्क संरक्षण कायदा, १९९३ अंतर्गत नागरिकांना भयमुक्त वातावरणात जगण्याचा आणि आपली मते मांडण्याचा घटनात्मक अधिकार आहे. पोलिसांचे हे कृत्य राष्ट्रीय व राज्य मानवाधिकार आयोगाच्या मार्गदर्शक तत्त्वांचे उघड उल्लंघन आहे.

आपल्या हक्कासाठी लढणाऱ्या या देशाच्या तरुण पिढीला गुन्हेगार ठरवण्याचा आणि त्यांच्या खिशात ड्रग्ज टाकून त्यांचे आयुष्य व करिअर उद्ध्वस्त करण्याची धमकी देण्याचा हा प्रकार अत्यंत भयावह आहे.

संबंधित व्हिडिओतील पोलीस कर्मचाऱ्यावर आणि त्याला पाठीशी घालणाऱ्या अधिकाऱ्यांवर तात्काळ निलंबनाची कारवाई करून त्यांच्यावर फौजदारी गुन्हे दाखल करण्यात यावेत. तसेच, राज्याच्या गृह मंत्र्यांनी यावर मौन न बाळगता महाराष्ट्रातील जनतेला आणि त्या आंदोलक विद्यार्थ्यांच्या पालकांना उत्तर द्यायलाच पाहिजे.
