WASHINGTON, D.C. — Sikhs For Justice (SFJ) commends the U.S. Department of Justice, FBI, DEA, RCMP, and all partner law enforcement agencies whose coordinated investigations have shattered India’s diplomatic camouflage, exposing a brutal campaign of state-sponsored transnational terrorism directed against supporters of the Khalistan Referendum.

The recently unsealed U.S. federal indictment formally alleges that Lawrence Bishnoi and Goldy Brar ordered the June 18, 2023, assassination of Shaheed Hardeep Singh Nijjar, provided his photograph and multiple addresses, and executed the killing outside the Guru Nanak Sikh Gurdwara in Surrey, British Columbia. This document represents a monumental development in establishing direct state accountability.

According to Gurpatwant Singh Pannun, SFJ General Counsel:

“The Bishnoi indictment cannot be viewed in isolation. It must be read together with the U.S. murder-for-hire prosecution targeting me. Together, these two cases strip away all plausible deniability, exposing the lethal, dual-track transnational assassination apparatus operated by the Indian government under the direct command of Home Minister Amit Shah and National Security Advisor (NSA) Ajit Doval.”

SFJ highlights that while the Canadian operation relied on the Bishnoi proxy network, the parallel U.S. murder-for-hire case proves that an active-duty Indian R&AW officer, Vikash Yadav, was the direct handler directing the plot to assassinate Pannun in New York. According to unsealed U.S. federal court filings, internal communications within Vikash Yadav’s network explicitly referenced Shaheed Hardeep Singh Nijjar as a “target” before his murder, proving that the assassination in Canada and the attempted assassination in the United States were not isolated incidents, but synchronized operations flowing from the same command structure in New Delhi.

Pannun added:

“The Indian BJP government deployed two distinct operational methods to achieve the same state-sanctioned objective—the elimination of leaders of the Khalistan Referendum movement. In Canada, Amit Shah’s ministry weaponized the Bishnoi network. In the U.S., Ajit Doval’s intelligence apparatus directed an R&AW officer to infiltrate what they believed was a Colombian drug cartel to hire a contract killer. Different tactics, but the same masterminds.”

SFJ further stated that the critical focus must now pivot from street-level proxies to the ultimate authors of these crimes.

“How does a gangster incarcerated inside a maximum-security Indian prison run a global, cross-border assassination syndicate unless he enjoys absolute state sanctuary and institutional protection? Lawrence Bishnoi is merely the proxy finger pulling the trigger; the hand guiding the weapon belongs to Home Minister Amit Shah and the strategic blueprint drafted by NSA Ajit Doval.”

SFJ calls upon the governments of Canada, the United States, and the wider Five Eyes alliance to refuse to allow diplomatic immunity to shield state-sponsored killers.
