There is a clear misunderstanding of what happened in Ceuta.

- The migration was used as leverage to undermine Spanish sovereignty in Ceuta, as part of a larger redesign of the balance of power in Northern Africa.

- It was a clear hybrid warfare operation (and my fellow experts agree with me), and neglecting this aspect is a disservice to the EU and every member state. It's curious that the instrumentalisation of illegal migration in Poland or the Baltics is treated more through a security lens than a migration policy lens.

- Lastly, indeed, migration management and countering illegal migration are essential, but this is not a novel problem. Morocco is the only neighbour of Spain in Northern Africa and is the only one responsible for the continuous pressure on Spanish borders.

What the EU should do is assess what support was offered to Rabat until now and assess why it didn't work before making any fresh transfers to Morocco. Whichever solution is proposed to Morocco, it should be linked to a strict conditionality mechanism. No free lunch.

FRONTEX should be reinforced, but in a way that ensures border security on an equal footing for the Southern neighbourhood and the Eastern flank. The EU budget should be spent in a fair way to securitise the external borders.
