2. Weave the goals around what attracts Youths - sports, entertainment, skill hunts etc. (attraction)

Just like the monopoly game - you learn investment skills (goal) while playing game (attraction).

Again, one of the solutions is, make Leadership a compulsory subject & good kids will be good youths.
