This is consistent with every episode in UK foreign policy I’ve investigated in the Archives when Britain challenges US policy in a significant way. Whitehall informs the US in advance, apologises by saying “we have to because the public is baying for it”, reiterates that the policy is minimal anyway, and then continues business as usual. (Eg, policy in the Vietnam war). Our problem is that our officials are willing slaves to Washington because the thing they still mainly want is: to remain a significant global power, by tugging at the coattails of the US.
