What If the development of night time lighting started with the natural physics built into the cells of the human retina before anything else?

The short answer is available technology and energy efficiency won first, not human biological design.
When white LEDs were invented, the goal was to save energy. Companies created them by mixing a bright blue LED with a yellow phosphor coating. This combination made a bright white light very cheaply and efficiently, but it left a giant "blue peak" in the spectrum.
