The INC’s decision-making issue was resolved, and the report on the Organisational Session was adopted. Speaking on behalf of the Africa Group, Ghana expressed that the proposed amendment was setting the negotiations back.

“Let them find cheaper schools” is such a problematic statement. It can easily become “let them find cheaper hospitals” and maybe then more people will feel the pinch. Many Ugandans can’t afford this on an honest salary. We must demand for affordable education & healthcare.

Ibrahim Ssemujju (Kira Municipality) also raised concerns over the discrepancies in the budgetary allocations towards debt servicing noting that although documents submitted to Parliament indicate that debt servicing will be to a tune of Shs20.726Trn, this amount is different from what is captured on the Ministry of Finance website, whose figures place the amount allocated to debt servicing at Shs21.612Trn, thus creating a variance of Shs886,218,863,586.
The Shadow Finance Minister, Ibrahim Ssemujju has revealed that in next year’s budget, Gov’t intends to spend Shs298.525 on purchase of special meals, while Shs132.251Bn will go towards purchase of bed sheets & shoes for top Gov’t officials, and Shs237.021Bn will go towards holding of workshops and meetings.

Parliament is slated to hold its Plenary sitting this afternoon starting at 2:00Pm & top of the agenda is the proposal by Ministry of Finance to table an addendum to the earlier proposal to borrow US$518 Million (UGX1.873Trn) & receive a grant of US$48 Million (UGX173.625Bn) from World Bank & borrow Euro40 Million (UGX151.449Bn) from Agence Francaise de Development (French Gov’t) to finance road construction in Kampala Metropolitan Areas.
The Ministry of Finance is also expected to table a proposal to borrow Euro45 Million (UGX170.380Bn) from the French Government to support the Kampala water & sanitation projects.
