We need to applaud our leaders when they get it right. So Thank you Your Grace! Btw, WHY CAN'T GOVERNMENT PAY ITS INTERN DOCTORS? I have been trying to understand it clearly: Why can't Government find money to pay a few thousand intern doctors? WHAT IS THE LOGIC? Because it is not the money as the Archbishop correctly points out. If you have Shs 200bn to spend on cars for People, many, who even FAILED THE ARTS you are refusing to pay for now, how can you FAIL TO FIND just Shs 28bn for 2000 INTERN DOCTORS?
WHAT IS THE LOGIC? Refusing to pay ARTS TEACHERS and you Pay SCIENCE TEACHERS MORE, produce the SCIENTISTS AT THE UNIVERSITY, then refuse to pay THESE SCIENTISTS, BUT INSTEAD PAY THE ARTISTS, even HIGH SCHOOL DROPOUTS(MPs) with Shs200bn FREE CARS? BTW, WHY DO WE GIVE FREE CARS TO MPs WHO EARN SHS 50 MILLION PER MONTH? WE WHO STRUGGLED WITH BLOOD AND SWEAT, AND THOUSANDS DIED TO BRING ABOUT THAT PARLIAMENT; THEY DON'T BUY CARS FOR US; AND WE DON'T DEMAND! We buy our own Cars. And those who can't, THEY USE TAXIS! So what is it with these POLITICAL FREELOADERS?
Here is my take: Either the People in charge are SUBVERSIVE; ie, silent enemies of the State, or they are extremely ignorant and incompetent! So, which is which? The GOVERNMENT has placed SCIENCE STUDY at the centre of the EDUCATION SYSTEM. I hear the President drumming it up daily. They even increased Salaries of Science teachers tenfold, and abandoned Arts teachers, etc. And in this endeavour, many young people are taking Science subjects: Medicine; Engineering; Food Science; AI, Environmental Science, etc.
Take THESE INTERNS/Doctors. The biggest field, perhaps second to ARITIFICIAL INTELLIGENCE(AI) today is BIOTECHNOLOGY AND PHARMACOLOGY. There is so much going on in these areas which deal with the application of BIOLOGICAL SYSTEMS AND ORGANISMS to make and use things like VACCINES, GENE THERAPY,etc, which are central in the quest for DISEASE ERADICATION. The Bridging of the gap between LABORATORY RESEARCH and PATIENT CARE is now the bedrock of GLOBAL HEALTH CARE SYSTEMS. So why would government not support people who are key in such fields; i ask again, WHAT IS THE LOGIC?
Why would a country which has no case of Ebola infection allow the entry of already infected people for quarantine? This is what has been agreed between USA and Kenya: the establishment of a quarantine facility for American citizens who may suffer from Ebola in DRC. There has been a demonstration and a court case against the establishment of the facility. The promise of $ millions aren’t worth the loss of sovereignty and potential damage of importing Ebola virus into the country and the region.
The repercussions of a single Ebola death has been disastrous for Uganda. It has adversely affected the tourism industry and air travel into and from Uganda. The Ugandan diaspora cannot come home and go back. People who had travelled out of the country are facing problems coming back through neighbouring countries. It’s not cheap to face an Ebola outbreak making it foolhardy for any country to consciously invite already infected people for treatment and burial if they die in the country.
If we’re serious about fighting corruption, we can’t stop at exciting the public with House arrests and headlines. People must be prosecuted and convicted so everyone learns the lesson. This habit of forgiving, only for them to fight us again later demoralizes every anti-corruption crusader. You can’t convict Nandutu over 300 iron sheets, then forgive the one who stole the entire economy. The law must apply equally big or small fish.
The sustainable fight against corruption will be by building institutions (not individuals) and letting them do their job. The current celebration can be understood. Naturally, we celebrate the ongoing action against AAA because of the anger we have towards her displayed insensitivity, with on-camera extravagance, theft, and impunity. Her biggest fault is rubbing it in our faces and persecuting critics/opponents, otherwise corruption per se is normal now. The moment is also used as an outlet for the accumulated frustrations in the public. In a place where corruption is hardly ever genuinely fought, this isolated action had to be exciting - no matter its political intentions.
But, knowing what we know, including that Mawanda is a big PLU official, we need to come back to our senses after the AAA downfall excitement. Other bizarre things are passing in the dust of this dance. We need to remain cynical because many other known corrupt people who are still in good books are walking heads high. There is no new beginning being announced with regard to integrity; it is more of an announcement of the might of a new power base. We need to continue demanding that illegality is not fought with illegality and arbitrariness.
We naturally didn’t care who sorts the irritating AAA, but we should know that if relevant institutions were allowed to do their job and also checked, the AAA phenomenon wouldn’t have taken this long to be brought to order. We know why the IGG and Auditor General developed cold feet during the earlier Parliament Exhibition, as they often do around big political darlings. We watched Parliament become the casino that it is. Government can’t act shocked, except in announcement of incompetence. We know why many relevant bodies can’t do their job.
We can also see that the AAA issue has been choreographed and performed in a way that politically channels credit to an individual who shouldn’t have been at the center of it in a healthy system. That is why it came along with announcement of his preferred replacement - an early patronage sign that the cycle is likely to be repeated.
We have not failed to stop corruption because of lack of individuals who care. It is because of a political system that thrives on corruption and only affords an occasional performance of fighting it where some political interests are at risk or when we want to politically manufacture credit and power for special individuals. A more sustainable fight should be institutional, constitutional and non-selective.
Chickens, goats, pigs, and pickpocketers should be set free from prison . we must prepare enough room for operators of illegal “central banks” and large-scale economic criminals hiding billions in homes and offices.
Billions of Uganda shillings recovered, with more expected by morning alongside millions of dollars and British pounds. Thank you Commander General @mkainerugaba. Let the “itsunami” continue until corruption, impunity, and economic sabotage are completely uprooted from Uganda.
Has added to her huge fleet (who has the pics of those other AAA cars)a 3,400,000,000 car! Has circumvented sanctions. Is evading taxes. Has a plethora of accountability questions.
